Strict Enforcement of “No Work, No Pay” Policy in Nagaland

In a meeting held at the Secretariat Conference Hall in Kohima on November 15, Chief Secretary J Alam chaired discussions with Administrative Heads of Departments (AHODs) and Heads of Departments (HODs). The focus of the meeting was to underscore the importance of regular attendance and the strict implementation of the “no work, no pay” policy.

Chief Secretary Alam urged AHODs and HODs to vigilantly monitor attendance in secretariat departments, emphasizing the need for adherence to the policy. This policy dictates that employees who fail to fulfill their work responsibilities will not receive payment for the corresponding period.

In addition to attendance, HODs were instructed to provide clear directives to district officers, stressing the importance of maintaining close coordination with district administrations for the effective implementation of various schemes and programs.

Special attention was directed toward district officers holding charge of more than one district. It was decided that a new system of Annual Performance Appraisal Reports (APARs) would be introduced. Under this system, Deputy Commissioners of respective districts will assess the performance of officers overseeing more than one district.

The meeting also addressed the implementation of the e-office system, acknowledging its pilot launch in four departments. The CS encouraged departments offering public services to make full use of the online platform at services.nagaland@gov.in, highlighting it as the future of government services.

Commending departments for their proactive collaboration with the IT&C department to update their websites, the Chief Secretary noted that almost all 75 departmental websites were being regularly updated.

Various agendas were covered during the meeting, including preparations for Statehood Day and the Hornbill Festival 2023. The Finance department briefed attendees on the new system for placing central and state share funds of centrally sponsored schemes together, aiming to expedite fund releases and ensure timely execution of targeted developmental schemes.
